Before joining Lee/Shoemaker, Morgan served as a judicial law clerk to the Honorable Karla N. Smith of the Circuit Court for Montgomery County, Maryland. In chambers, Morgan evaluated testimony and evidence, analyzed competing legal arguments, and drafted judicial opinions, orders, and memoranda addressing dispositive motions, providing her with firsthand insight into how courts assess the factual record, legal authorities, and arguments presented by litigants.
Morgan developed her interest in construction law through her work with the U.S. General Services Administration and the U.S. Transportation Security Administration, where she gained experience with government contracts, bid protests, and contract disputes. Drawing on this experience and the perspective gained through her clerkship, Morgan helps clients navigate complex construction disputes. Morgan values clear communication and works to ensure that clients understand the legal and strategic considerations affecting their matters so that they can make informed decisions throughout the litigation process.
